Because of unreal engine 4. This engine was also used in the first Dishonored game, which is why you can play the original Dishonored on pretty much any pc at a high framerate. The rest of the games run on the void enginge, which is a laggy piece of crap if you don't have a really good pc.

There are many explanations to this. The one i find to make the most sense is the fact that the great eagles were created by Manwë, the leader of the Ainur and king of Arda. In other words, the eagles were powerful. If you were to rank them power-wise, they would rank over gandalf and all other maiar. If they were to obtain the one ring, they would be extremely powerful. That's why Gandalf didn't want to risk using the eagles unless absolutely necessary.
