Well, I dont know how it is in your country, but in mine, trans people have to undergo a very lengthy and extensive psychiatric evaluation and I am not sure whether this is the case anymore, but a committee of doctors have to approve the transition. So it is really not like doctors are just giving hormone pills willy-nilly to anyone who asks for them and that other means of therapy are not tried first. So I don't really your point, because transition seems to (currently) be the best treatment modality for a lot of those people.
