yeah much like everywhere population followed infrastructure and thats especially visible with railways build in the 1830-1910s. pretty much every large city developed arount some sort of transport infrastructure.

its pretty much only modern day infastructure development where they build because there already is a massive population. and even here most of the land around the stations will probably get a lot more population-density
