As far as i know a natural 20 doesn't mean anything in d&d, especially for skill checks. Usually you still need to confirm a crit with a natural 20, otherwise it's just an auto-hit in combat.
Deceive is a skill check and since the scale should have at least sense motive of 40 or something, natural 20 means he needs a deceive-bonus of 20 to succeed.
