To elaborate further: .jpg files allow for near infinite data to be compressed along with it. People used this to attach gigabytes of .rar files containing (illegal) porn.

It's an "exploit". You create a Fortify Alchemy set of armor, create a Fortify Enchanting potion. Use the potion, and make a new set of Fortify Alchemy gear, create a new potion and repeat. After you have done that a few dozens times, create a Fortify Smithing potion. It will be something like "weapons and armor can be improved 300% more".
