thats why i said on paper; but i feel confident to claim that most tablewines/vin de pays, no matter where they are from, are of very average or rather poor quality as they are produced for a mass market and the production of big qunatities goes against quite some criteria to achieve high quality wine
for their production the production laws are much more lush and you are allowed to mix together pretty much anything

can't find a statistic where everything is put neetly into a table; but the best indicator is to compare in what quality segment most wine is bottled; the EU differs between wine and tablewine/vin de pays; the more table wine produced the worse the average quality (at least on paper, there are or course good table wines); after the big wine scandals in the 80s the wine production in the germanic countries, primarily in austria, germany followed much later, shifted more towards quality wines and away from table wines as the international reputation of germanic wines was so bad at this time; with the result that nowadays on the wine market germanic wines are viewed as one of the best or even the best wines when it comes to price-quailty ratio :)
most other countries didn't have to deal with bad reputation and therefore had less quality to innovate, which is most apparent on the share of tablewines; but of course the top wines from countries like spain, italy and france are amazing and for sure under the best of the world;
when it comes to former communist countries the situation is improving rapidly; communist destroyed a lot of the knowlegde to produce great wine and it took private farmers a long time to accumulate vineyards again and reestablish the great wine traditions these countries had before (slovenia, hungary, bulgaria, romania especially); so many amazing wine things happening in these countries at the moment!
