Memes are also protected as "parodies" so sites like hugelol will be fine.

The article targets mostly the big players(google, facebook, youtube) but given even youtube's filtering algorithm, that's considered one of the best in the category is shit, those filters are gonna be a joke. The law will require them to give "best efforts"(very loose term). As the law is today, youtube has to take down the video if the rightful owner requires it, and it doesn't need to filter all the content uploaded.
