I don't know about how this works everywhere but in the Netherlands our insurance is part "own risk"

Insurance is not optional, you are obligated to take it.
So that's money you're already paying.

Then "own risk" is a part of your healthcare that's not paid, the argument in favor of this is that people won't go to the doctor for "every little thing"
Think, my own risk is 300. My dentist needs 320 for what they did. My insurance will only pay the extra 20.

The result is also that some people who are already struggling won't go to the doctor, afraid of not being able to pay for their care while still getting f*cked by paying the insurance every month.

tl;dr: Europeans generally probably have a better system (I'm no economist) but we're still getting f*cked whenever the law allows it

The age doesn't matter, if they're 24 you can just give them a turing test and if they fail it's no problem

If they're good you don't need to be secretive about it
