If this was true it would mean that speed of falling on Earth would be constant all the time, meaning that jumping from a chair or skyscraper would have same effect.
What it actually means is that falling speed increases by that amount every second and since you start falling with 0 speed at the end of first second you would have fallen approx. 4.9m calculated with d=1/2*g*t^2.
Time needed to fall any distance would then be t=sq(2d/g) which in this case is t=sq(2*7.4m/9.81) = sq(1.51) = 1.23s
In that case he would have 1.23 seconds (and that is counting time his feet would reach window level) to cover those horizontal 15meters; V=S/t , V=15/1,23 = 12.2 m/s or 43.92 kph.
horizontal velocity for long jump in athletics is around 10.7 m/s which would make this endeavour impossible, but it does not decrease badness of this post, C- at best.

It's easy to miss it, for such an important function it is very poorly placed.
And claiming that his fastest speed would be at the begging of the race is quite ridiculous, because if it were true, then long jumpers would jump from stationary position instead of taking a good run before leaping.
