1. A good PC is more expensive, but it's also customizable, upgradable and overall more powerful that a console especially over time. Also, you ca do more things on a PC (can you play any video format on your console directly? nope, you'd need a transcoding media server for that). A PC is just a hardware platform that you can tailor to your needs and use whatever software you want. Xbox (and PS4) are closed system (hell, Sony sues and puts in jail those who hack the console).
2. Usually I am online somehow, but not all the time. I don't have an internet connection at my summer retreat. I have a roomate who visits his mom and sometimes takes his xbox 360 along, but doesn't have internet there. My internet provider, although providing great bandwidth, is not too reliable. But barring that, I do disconnect my console to conserve bandwidth for other activities.
3. Why buy stuff that's available for my country? How is it progress if now I can use any game bought anywhere in the world on my xbox 360 but on xbox one I wouldn't be even able to use my console in a different country?

Steam is just ONE WAY to get games on a PC. You can buy discs and play from disc, you can install disc game to HDD only or install part to HDD and use the disc. You can get games from Steam or other DRM source, but you can also buy games from non-DRM sources (for some games). The point is: you have choices (for the most part, as you can't find all games from one source). You have more choices from any perspective: you can use a game controller or a mouse (or both).
