Yeah, I personally think the ref didn't want to ruin the match with an early penalty like that. Some time earlier, a Dutch defender grazed a Mexican head with his foot (inside the box). While the ball was played, it was a high risk move that could've warranted a penalty against the Dutch.

Some ref's will overlook early game changers like that, but when the fouls start repeating themselves, it's not out of question that the ref will punish it.

While it was a foul, I don't think it was penalty worth. Robben did go down easy, but it also might have to do with the fact that Mexico tripped him 3 times in the box and eventually, the ref's gotta give.
