You can use Adobe After Effects and the tool "Motion tracking". Basicly you have the object to follow a specific point in the GIF or Video file you are using.

The A.I. makes movement mistakes at times which makes you able to catch up after some time, If you move correctly that is. Also i have made my party very fast so i can catch most small parties even tho they are fast.

A smaller party will always run from you. If you manage to catch up with them they say the same thing wether your party is bigger or smaller.
