It is. People use public transit if its fast and efficient. But that requires a properly designed city. Which would lower car sales, so car/oil companys promoted car centric design, resulting in large infrastructure redesigns in the 1960s (like destroying half of downtown for parking in us citys, or removing whole neighborhoods for a highway interchange)
This forces people to drive, to get anywhere in a reasonable time frame. Only poor people that can't afford a car end up in what is left of the public transport system.
