4B is not a negotiation. Those women are celibate for life. Liberals with no grasp of feminism might just say they don't want relationships until they feel safe in them. Which is also normal.

That's not what the 4B movement says at all. It says no sex with men (regardless of the man's opinions).
As for anyone who does say that, that is normal. People are allowed to be attracted to, date, and have sex with people who have the same values as them. It is normal for people to not want sex with someone they very strongly disagree with on things that are important to them. If someone doesn't want sex with me because of my opinions, that's perfectly fine. I'm not going to accuse them of acting like a sex object and pulling leverage.
