104 is a law about handicapped people. With this law they can take a couple of days per month off work to do medical checkups.
Also companies have to hire a certain percentage of disabled people, it's the so called "protected category". They often do simple tasks only, sometimes nothing at all and they are close to impossible to fire.
So saying the someone "has [the rights of] the [law] 104" is like telling they are too stupid to work, or just plain stupid or impeded.
