Don't remove posts that have been reported as a repost for "further review." Instead, place a marker on the post that states "marked as repost," and allow the community, or trusted users, to do the reviewing of the report for you. For example, given that the link of the repost is provided in the report, allow users to confirm whether the post is in fact a repost. If enough votes confirm that it the post is a repost (by trusted users with high karma maybe) THEN remove the post.
