I started playing at the beggining, when it was eraly acces and missing more than half of the features it has by now, me and a friend joined an official server with official rates. if you count a year since we started playing, we were on the game the 11% of that year. I don't see how these 2 statements are contradictory, it only implies that the weapon is only useful or effective against other civilians and hence, no civilians should have them. I personally don't think they would be useless against military thi, but I am still against civilians having them.
