I think you misinterpreted the part about being stronger, I should have worded that as "what if the person who stole your house is stronger than the government protecting you?" How will society protect you then?

His point is, someone can come and steal your house. The government can protect you, but what happens when the person who stole your house is stronger than you? Look at some place like Somalia. There are pirates everywhere, and the Somalian government can't do anything about it; it was only until 2007 when the UN passed a resolution that nations stepped up and started to put an end do the piracy.
