Although I'm not disagreeing with your point, never have I recalled seeing HL admins confirm the urban legend that they've made Hugelol as a safe haven from 9g*g's f*ggotery. I've always assumed it was only the community that built itself in this website that decided to design it so.

The lurkers, Jack! normies and 9f*gs, scrolling from their phone while taking a dump to pass time, sticking to lurking because they can't bother getting involved with meme-etiquette.
Normies don't mind that a content is getting reposted every 2 weeks. At best, they haven't seen it, yet. At worse, the next post is just a scroll away.
9f*gs enjoy breath-taking landscapes and cat videos. It's cute, it's comfy, it's distracting, and that's all that matters to them.
Those are the horses HUGELOL is betting on, nowadays. Us "active users" are but the crust of the community. We're loud and faithful to the website, but merely a fraction of HL's overall community.
They bet on thousands of occasional visitors a month rather than a hundred of frequent ones, because as lively as we are, that's enough for a website to rely on ( T**-k**.com's current state is the perfect example to prove this point).
