The 20KHz is mostly wrong.
The reason this does not kill you is a combination of the skin effect(aka higher frequencies does not travel deep in the conductor) and limited current(aka the total wattage or power extracted is not that high).

So basically, the voltage*amper is not high enough to do noticable harm over short durations. And the harm is done at the very outer layer of the skin, where they dont interract with nerves.
Higher frequencies also travel easier trough the human body(aka meets less resistance, doing less work on the body), which also helps.

If you were to lower the frequency it would probably not kill you either(unless it stops your heart trough nerve interractions). But you would feel it similar to one of those prank pens on steroids. Send it trough your head and you would experience a seizure which could also kill you. But the voltage would drop so rapidly you would probably be fine.

The reason live wires are so dangerous, is because the ampere is basically limitless, so the voltage does not drop. The Hz is not high enough for the skin effect do save you. And thus it will do a lot of work in your body. The killing factor is a nerve controlling your heart, if you are lucky and it is undamaged, you will have to deal with the burns. Most people do not notice anything but some numbness, but unlucky few can die or get permanent harm from first contact. Personally I've experienced it twice.
