Personally I think it’s a debatable -not so good- project, but it has been the best project to offer real economic help (Chile has been one of the worst countries managing the pandemic). The project is to give 10% of the retirement pension to people to help them get through these times. The thing is that it’s way way more complex due to many social and economic factors. The middle class practically doesn’t exist in Chile, 70% of the people live very close to poverty, and the government (neoliberal) has left the people without another choice because it hasn't offered any real social/economic help. Since October 2019 Chile has been in a very profound social crisis, people went out to the streets to claim a new economic model, many lost their eyes in protests due to police shotguns, and many international organizations have accused Chile to violate humans rights. The retirement pensions have been a key point in these claims, so this is not only about getting the money but to start a reform process to a new system. The current government helped implement this economic model after the coup in 1973, so they are fighting very hard to maintain it. Now, why a government that was in favor of the coup and this model was voted is another very interesting discussion.
