Obviously the context is from the US. Where the currently standing infrastructure was build 5 decades ago, when taxes were much lower. The current incompetent, corrupt government can't even maintain said infrastructure with much higher spending, because the priority is to further feminism, cutting down the balls of children and other moralising, absurd shit, that no one ever asked for and the government should have no business getting into.

US does not have a tax income problem, they have an ineffective spending problem. Tax collected is not even a constraint on the government anymore, they just keep increasing the debt by unfathomable amounts.
