If you took a good look at what they wrote, paid mods aren't gone. They're just going back to the drawing boards to possibly re-work their implementation and the way they present it to everyone, which in my opinion was the right decision. I was strongly against their implementation this time, just like everyone else, but I do believe that if a system with good supervision and support were to appear for paid mods, I would be pretty happy to give them some of my money as the mods would then be at a much higher standard and possibly just as good or better as the already apparent dlc's.
*Just note however that I do not believe that developpers should be publishing unfinished games in the hopes that the mod community would fix it and in turn have money thrown back at the developers. I feel that if the modding community were to be selling patches, the money should go back at almost 100% towards the patch developpers wallet as they did an ACTUAL fix to a game that should have already had it.
