It does make sense though.

More infrastructure means more capacity. If your prisons are full, it's an incentive to find alternative sentences, like home arrest or public service or something. Likewise, more universities means less students per class, hence better quality education.
Conversely, loads of prisons and less university incentivizes you to lock up more peolple and welcome less students.

The correlation is obviously more complicated than that, but there definitely is a link.
