That means there is demand for workers, but the workers selected are for the most part foreigners who displace the natives and keep wages small thus harming said natives
If a population is unwilling to work for such wages, an organic solution is to adjust rhe output and the wages in order to filfill job demand without going under
A globalist view is to simply import foreigners who will be willing to work for less and this way stagnate wage growth while keeping margins and even increasing profits - this applies from crop picking to manufacturing to IT and technical jobs
