Well yes since the means of production weren't entirely state owned he wasn't a socialist just a wannabe socialismaboo. Even then, he did a pretty good job: shooting civilians, spying on civilians, banning demonstrations against the government, banning other parties, locking up/killing political opponents, persecuting minorities (true gamer), introducing labour camps.
