That's true, but it's not necessarily a bad thing. Ubuntu's target audience is everyday users, who may not be able to install new software themselves, and in general, have no opinion, so it's not bad that someone makes choices for them.
For me, programming matters more than configuring, that is why I prefer preconfigured, working out-of-the-box OS.
