Because there wasn't an abundance of of these things at the time like there is now
Not every podunk shithole had a college/hospital within an hour drive, the same could be said for food as famines were an actual threat pre synthetic fertilizer.
Sure but it feels a bit dystopian in the modern day.
Like hypothetically if your citizens were reliant on military service to keep food in their bellies, a roof over their heads, to get an education/healthcare it would be a pretty strong incentive for the country leveraging those things to never better the quality of life in those fields since it would just weaken their bargaining power when recruiting.
