Well if there is ever a decision in which one option ends in regret, then go with the other option. Thats your gut feeling telling you to do it.
Your last sentence changed my mind now. Regret is worse than rejection so confront her. You're already prepared for her to say no. So go for it, just talk it out, maybe you need it for closure, and then she will understand.
Maybe close your eyes and imagine both options and outcomes, and then try to feel which one feels better. If you imagine regretting your decision of not telling her, then tell her. Regretting things stays with you for much longer than a heartbreak, so i would say if you regret not telling her befor she moves then maybe you should go on and tell her.

From stranger to stranger i'd say just let it go, she knows for sure and since she is completely focused on somebody else you shouldn't lose any more energy in her. You will be sad, you will ask yoursel thousands of questions but give it a week and then you can reflect. Who says you have to decide now anyway. I'd say completely give into the rejection, feel it, embrace, listen to some sad songs, go on sad walks idk, but like kinda enjoy the feeling. It will feel so much better after some days. And then you can start focusing on other things again, other ppl/classes/ fun stuff etc.
