If you roll a dice, would you call an outcome of that event a free will of a dice? This event is not random, you are just not able to predict the outcome. Is there free will? If free will does not mean affecting/changing the outcomes, what does it mean?

Parallel universes as in Everett interpretation contain only universes which, as you marked, had a possibility to evolve. So there would be parallel universes with all possibilities that starting conditions allowed, not all that you can imagine. It's all still restricted by laws of physics and deterministic evolution of non-quantum objects.
