If a nuclear war erupts I'm betting most Russian nukes will fall back on Russian territory evaporating them before the American nukes arrive. The maintenance money is most likely being stolen and 80% of the people developing them are nepo-hires that would benefit the most if their "development programs" last forever so they can milk the budget for as long as possible. The few latest attempts at testing missiles were an absolute disaster. Literally North Korea and Iran are doing better in their missile tests lately.
