It's actually a theoretical physics concept, the instructions were never created by a person, in fact they never even were written, they simply "came into existence" in order to allow the timeline to continue. It's not a crazy as it sounds, you see, matter has enough energy and if certain theories of rigid timelines and a universe that tries to maintain consistence naturally then the instructions would just happen always again and again.
