Europe should arm up regardless of what happens, but the problem is that for most european countries this war is completely irrelevant. Thats a fundamental problem with the EU as a concept, its a union of states with radically different interests. For example germany could benefit from having positive trade relations with the russians while france wants a forever war so they can keep pressure off their colonial proxies in africa. There is just no such thing as common european interests
