For anyone unaware. Every Civilisation leader has their own attributes, telling what kind of leader they are, Alexander the Great may be very warlike while Cleopatra may be more diplomatic and so on. However, back in one of the original Civ games Gandhi was meant to be set as the ultimate paragon of peace, that was the whole idea of his character, unfortunately there was some bonuses in game that were meant to make the characters more/less aggressive. So, when Gandhi with an aggression value of 0 got one of those it became a negative, which wrapped around to the other end, making him suddenly become insanely warlike.

Thus, if you had Gandhi against you, despite the game telling you how peaceful and diplomatic he was, the moment he got one of those bonuses he'd be declaring war on you and nuking you without hesitation.

It became a running joke and something of a Civilisation meme, so they've kept it in the other games on purpose ever since.
