A bit late, I am very aware, it's a tough life. As you said, showing up to the non-mandatory things are how connections are made. Everyone I know won't mind not spending money on an activity, as long as it's something you do together.
Things I've done with friends, people to meet, acquantences etc are; going for walks, visiting free musea, as you mentioned the library, there are boardgame groups that organize weekly or biweekly and the like, some cost money to join (if via a store) others are just free and people looking for others.
I know this might be unsollicited advice, but this is also a place to share and support. You've been around for a long ass time, and it pains me to see you like this although you might not know who I am. I'm happy slav1 reached out to you, you deserve to know you ain't alone.
