You have to be careful with your assumptions. So far there is still a lot for the police to proof. For example that they did not send undercover force to let the riots escalate (starting to throw rocks, breaking windows, setting houses on fire etc etc).

Well, are you talking about refugees or migrants?
While migrants only get social care if they contributed into the system long enough, refugees get it without (obviously).
Now a refugee cant take up work as he wants first he has to get a work permit. But it's not as easy as just going to the public office and just demand one.
