I was reading up on this a bit and it's actually quite interesting, on the one hand many American's are calling for the Obama administration to more closely monitor potential "terrorist activity" but on the other hand they don't want their conversations recorded (understandably of course). The compromise seems to be that only non-citizens are being recorded (from what I've read, sorry if that's wrong) since this does not necessarily violate anti-discrimination laws that citizens enjoy. Interesting, but not new to the US.

That's actually a good point, also bikinis are usually in a beach or pool context where the aim is often to sunbathe or be in the water and people are usually nude when in water (showers and baths), whereas underwear is like you said generally in a more accidental context
