From what I've heard regarding downgrading 8.1 to windows 7, I got told (on an windowns 8.1 pre-installed pc) that it was virtually impossible. They had a customer who installed windows 7 and only had problems, then they installed Windows XP and the PC didn't know anymore which OS to load, so it just switched between the 3 os's.
Based on that talk, we (me and the salesperson) concluded that Windows 8.1 somehow embeds itself into the hardware making it difficult to remove.
Seems your history teacher gave you a bit more information then mine. The Napoleonic wars were only briefly mentioned during my history classes and on my part they don't interest me that much.

The EU is losing an annual 6billion$ income due to the Russian countersanctions. Since the EU is planning more sanctions and EU business doesn't want more sanction applied to Russia, the only thing the EU does is dig it's own grave by sanctioning Russia. Ukraine will be without gas this winter, if Russia shuts of the gas, half of Europe will be without gas this winter. So who really has the upper hand in all this?
