I might be high-drunk, but Bojack is obviously more man than a horse. Only his head is horse-like. He has multiple digits on both his hands and feet, he's walking on his feet, rather than nails (hooves).
The japanese one is as well more human, than horse, since the only "horse" parts are the long hair.

Therefore - american horse-man is a man; japanese horse-man is a bestiality subproduct.
