1.It's not North Korea but China, though it doesn't make much difference. 2.it's ture that they use CS to train strategies, like in America some similar but more specialized FPS games are also used to train soldiers. The reason why CS is used in China may be that they couldn't make a good one by themselves. So far as I know, C&C was also used in China for the same purpose.
