Hardware unboxed already managed to run into that problem with doom eternal. The 2080Ti which is supposedly weaker outperforms the 3070 at max settings.

Minecraft RTX, Horizon Zero Dawn and Wolfenstein Youngblood all don't achieve proper performance, altough their texture streamin systems often prevent the framerate from suffering to bad by reducing texture quality.

Whether a RTX 3070 outperforms a 2080 Ti is up to what exactly your using it for. The 3070s 8GB of memory have been shown to bottleneck it to worse than a 2080Ti in some cases.

The question is, are you running especially memory heavy tasks? The 2080 Ti (and only the Ti!) wins.
