I don't know why he is getting downvoted, but he's correct. You have the phase and the neutral. If you plug the metal pin into the phase your finger will go from -100v to +100v 50 times per second. There isn't a circuit, but still current because of this which hurts and causes burns.
Now if you plug it in the neutral, nothing happens.
