Smurf is a term for players in the Competitive matchmaking group who are a very high rank, but then make a new Steam account and buy the game again so they be a lower rank with all their skill so they can crush everyone. Pretty low form of gaming. There are other reasons they do it, I'm sure, but this is how I see it.
