Not really. The original quote was by oscar wilde, born in 1854, died in 1900, Karl popper, must have rephrased the quote, as he was born in 1902.

you might be able to call it the dictionary definition of racism but it doesnt have nearly similar effects, its hard to marginalize the top of the food chain

well considering:
1. Whites control the means of production
2. Historical context not only puts whites at an inherent advantage, it marginalizes blacks
3. because of 1&2, racism towards white is justified, if relevant

whites (that includes me) need to learn to swallow their pride and understand their privilege,
