This is the so-called Mickey Mouse Money (Yes, they called it that). It was issued during the Japanese Occupation of then-American colony Philippines. The bank notes were issued by the de jure government of Pres. jose P. Laurel, the puppet president for the Japs in the Philipppines.
This was issued both to mock the Americans (hence, the dollar template) for taking the Philippines from them and to stabilized the Occupation in the country.
