The h264 codec (Advanced Video Codec) got increased from hard cap of 100k per year to 4.5million. So anyone who wants to start a webstreaming site now will owe 4.5million per year if they exceed 100 million viewers in a year if they integrate h264 codec in their webplayer. This is done purely to force people into youtube which will force people to give their IDs and percecute and abolish other streaming websites so only the biggest platforms (which can sneeze 4.5 mil easily) can gain monopoly of the streaming market.
