While he is clearly in the wrong, the fact that NONE OF THE TRUCKS were capable of coming to a stop while clearly seeing the vehicle on a straight and presumably dry motorway means that they were all driving too fast.
(doesn't matter that the retard switched lanes)
Safe distance requires you to drive at a speed that still allows you to stop if the vehicle in front of you applies full brakes.
Sadly, most of the car drivers will happily ignore it AND actually overtake you if you keep your safe distance.

Eh, no this isn't exactly right in my opinion, motorways are designed specifically for making high speed driving as safe as possible, it was not the truck drivers responsibility to drive much slower than the speed limit just for someone who blatantly goes against all rules that were put up to make exactly these speeds safe.
They were following the rules set up to make motorway & autobahn driving safe, they were following it correctly, this white car disrupted the entire system because they didn't take responsibility for their own over-shooting of the exit, instead risking the lives of many others.

You have to keep a distace (in theory) from the car ahead of you that allowes you to stop befor crashing into it. It's not about speed, and you're always required to do this. It's often ignored yes, for obivous reasons, but in this case it wouldn't have helped. The white car also changed lanes, and you're not required do keep a distace from someone in another lane ( as this would render roads with several lanes useless)

According to the law in my country, the moment a car behaves in an unusual way (like standing still on a freaking motorway), you are legally obligated to be extra careful.
This is not to keep a**holes safe but to account for defective or otherwise disabled cars.
According to the same law, the speed limit is just the absolute maximum and any situation or circumstances that require lower speeds overrule that. (for instance, when you drive 130km/h during heavy rain and then crash into the car in front of you, it's your fault).
And again, yes, the white car is at fault, it's not just negligent, it's where German law would consider 'bedingter vorsatz' (presuming malice because of extreme negligence. example: if a mother puts her toddler next to a raging open fire and the toddler gets hurt, then by the original letter of the law it's gross negligence but because of this special clause, such stark violations of your responsibilities are trialed as direct malice)
That all being said, observing the trucks going full speed towards a car that is clearly either standing still or going extremely slow, makes them act in gross negligence as well.
While they wouldn't be at fault in a criminal court, their insurances would claim gross negligence in a civil court.
Maybe it's different in the US but in Germany someone else breaking the law does not make you exempt of your own legal duties, quite the opposite.

The first one didn't seem to see the sudden lane change coming, but the second one did brake, which is why it ended up in the way it did.
