Came here to say that. Although now that I think about it, it doesn't have a period either. One could argue the sentence be not finished, thus one cannot presume to know what punctuation was intended.
Until the sentence is finished it must be thought of as both a question and a statement.

WTF is not an acronym, it is an abbreviation, i.e. a short form of a phrase. An acronym is an abbreviation that is pronounced as a single word, such as AIDS or NATO. Now please tell me in what way exactly does one pronounce WTF as a word? Your post is invalid, because grammar.
