Ackshyually, this does happen in the books.

When the hobbits return to the Shire, they find it has been taken over by no other than Christopher Lee himself, and it has started resembling Mordor, despite the fact that Mordor has been destroyed.
So they lead a revolt against his troops to take back the Shire.
I'm serious, it actually happens.

And despite having half a dozen different endings, Peter Jackson somehow managed to omit this event.

I guess the third movie was too long to include that part. Also, I think that including the scouring of the Shire into the Return of the King movie in its current state will make the film even feel more as a dragged action movie and the extended version, he has Saruman die when Aragorn, Gimli, Legolas and Gandalf go to Isengard to pick up Merry and Pippin.
So I think he decided to leave the scouring of the shire out rather than that he forgot it.

I hope that the series will prove to be more truthful to the books, but I don't get my expectations up as I am afraid that they will give Lord of the Rings a Netflix treatment.
